The story spans roughly 40 years, weaving together two distinct eras:

You play as Alex Mason and Frank Woods (protagonists from the first Black Ops ). These missions reveal the origin of the primary antagonist, Raul Menendez, a Nicaraguan narco-terrorist whose vendetta against the West is fueled by personal tragedy.

You take control of David "Section" Mason (Alex’s son) as he leads a JSOC unit to stop Menendez. Menendez has built a massive global movement called Cordis Die and plans to hijack the entire U.S. drone fleet to cripple the world's superpowers.
